PAR Electrical Contractors, Inc. — Engineering Division

PAR Electrical Contractors formed the Engineering and Design Division to support operations with the Southern California Edison (SCE) Deteriorated Pole Design/Build Pilot Program of 1,000 poles. Based upon the success of that program, PAR became the model for all future design contracting entities. Since then, PAR has performed several, concurrent multi-year contract awards to provide SCE with a variety of overhead and underground Transmission and Distribution Engineering, Planning/Design, and Drafting services within all eight regions of SCE’s 50,000-square-mile service territory.

Utility Line Management Services, Inc. (ULMS) was formed to provide professional project support resources for all aspects of Transmission, Distribution, Substation Construction/Maintenance, Generation, and Telecommunications Projects. ULMS is experienced in green-field construction management, retrofit projects, and testing and commissioning of utility equipment. Today, ULMS continues to employ highly skilled and experienced professionals within the industry, including Project Managers, Construction Managers, Quality Control Specialists/Inspectors, Safety Specialists, Startup Engineers, Planners, Project Controls Specialists, Analysts, Construction Material Coordinators, Qualified Electrical Workers, and Substation Electrical Checkers.

North Sky Engineering, Inc. (North Sky) was incorporated as a licensed electrical engineering firm with principal operations in Washington, Oregon, and Alaska. North Sky is composed of Engineers, Technicians, Project Managers, and Specialists offering a broad range of professional services and electrical expertise to support the changing demands of the electric utility industry. North Sky has developed streamlined assessment, planning, and engineering processes while maintaining capability in legacy standards, practices, and techniques. North Sky also offers significant practical experience in project management, procurement, and construction support.

Quanta Services acquired Utilimap Corporation, Inc. Utilimap was a recognized industry leader in Asset Management, Engineering Design, and Technical Services. Utilimap provides Distribution, Transmission, Substation Engineering, custom software development, and asset management services. Utilimap is most well known for its successful, multiyear involvement with utilities across the Midwest and South regions.

Roger leads QUES, leveraging his decades of experience in leading large organizations, to power the future grid. A proven team builder with a customer-centric focus, he delivers solutions for success.

Steven Craig, P.E.

Sr Vice President

Steven brings over 20 years of experience to the utility industry. His career began as a Distribution Engineer at Carolina Power and Light, where he spent 15 years gaining extensive knowledge through two company mergers. In 2014, he joined Quanta Technology as a Senior Advisor, offering worldwide distribution and asset management consulting. His work with Quanta Technology led to his appointment as head of the North Sky Engineering team in 2016, where he focused on expanding Quanta’s engineering footprint in the Southeast. Currently, as Senior Vice President at QUES, he oversees a team of over 800 employees.

Stacy Maslak

Vice President

Stacy has a 20-year career in the electric utility industry. Starting at Capital Electric in 2000, she gained experience in pole loading and field inventory. In 2006, she joined PAR Electric’s new planning, design, and engineering division in Kansas City. Stacy has been part of the organization through its evolution to Utilimap Corporation and now QUES. Her roles have spanned pole loading, drafting, design, and accounting/administration. She holds a B.S. in Business Administration and an MBA.

Jim Commerford

Director, Western Region

Jim is a utility industry professional with 25 years of experience in design, engineering, and leadership roles for large-scale electric utility projects. He excels in distribution systems, program implementation, and team development. With a strong foundation in both internal operations and external contracting, Jim offers a comprehensive perspective on project management and leadership.

Phil Podruski

Director, ULM Services

Phil, is a seasoned construction and project management expert, leading ULM Services as Division Manager. With a 30-year career at Southern California Edison, culminating in roles like Principal Manager for the $520 million Pole Loading Program and Manager of Substation Construction, he brings deep industry knowledge. Prior to ULMS, Phil held executive positions, overseeing large-scale electric projects like the Tehachapi Renewable Transmission Project. His career began at Fluor Engineers & Constructors.


Tony Blaylock_Director Midwest Region

Tony Blaylock, P.E.

Director, Midwest Region

Tony started his career as a project engineer in bridge and highway construction before transitioning to structural engineering. In 2007, he joined QUES, where he started in pole loading and eventually led the St. Louis engineering and design team. Currently, as Director of the Midwest Region, he oversees engineering, new customer support, meter exchange, joint use, and other programs. Tony holds a BS in Civil Engineering from Missouri S&T.

Brian Rivers Director Eastern Region

Brian Rivers, P.E.

Director, Eastern Region

Brian’s career in the electric utility industry began with Georgia Power Company in 2000. His 21 years with GPC include experience in distribution engineering and operations, storm restoration, external affairs, and the underground network distribution systems located throughout Georgia. Prior to leading the Eastern Region, Brian led the QUES planning and reliability engineering team. Brian holds a Bachelor of Mechanical Engineering from Georgia Tech and an MBA from Mercer University.

Bryan Carey

Director of Asset Management

Bryan is a highly experienced utility inspection manager with over 12 years in the field. A U.S. Marine Corps veteran, he has led the development and implementation of extensive utility inspection programs across the country. Bryan specializes in inspecting underground, pad mount, wood, and steel structures, and is a certified trainer for overhead facilities and wood pole inspections.

Brian Rook

Director of IT

Brian’s IT career started in the mid-90s, driven by a passion for data mining. He became a skilled database administrator, earning an MCDBA certification, and gained experience at several companies. Joining Utilimap in 2006, he has witnessed IT evolve from a solo operation to a large-scale support system. Brian is committed to collaborating with users to innovate, grow the business, and develop both operations and IT teams.
